ACOT Construction Management (ACM)

A proactive approach to construction management that lowers cost, improves quality and minimizes construction claims.

01 Overview

ACOT offers a proactive approach to construction management (CM). This lowers cost, improves quality, and minimizes construction claims. We offer tailored CM services for clients in our core markets: industrial, roads/highways, airports, marine, port, automotive, water/wastewater, energy (oil, gas, and power), transportation, telecommunications, and housing.

ACOT has a strong reputation for managing these projects using the latest technology. As a professional organization made up of engineers, planners, schedulers, estimators, procurement specialists, cost engineers, construction managers, superintendents, inspectors, and administrators, ACOT brings tremendous depth in our capabilities of managing the preconstruction and construction phases of projects.

Typically, these services begin with preconstruction planning and continue through implementation, construction, and project close-out. The team’s responsibility is to manage or provide oversight according to the relevant project drawings and specifications (construction documents), as well as all applicable codes and standards.

Depending on the work breakdown structure, the responsibility often includes all job site activities, from site clearing up to startup and commissioning of the facility, encompassing the work scopes of all contractors, vendors, technical representatives, and operations personnel involved in project execution.

The team is experienced in reviewing design documentation that may affect the ease or difficulty of the actual construction process. They can also identify aspects of the design engineering that could be modified to enhance resource efficiency, improve equipment usage, and optimize safety, cost, schedule, or quality performance, all without compromising the integrity of the original design.

The construction management/oversight team takes up residence at the job site for the duration of the work. The ACOT-assigned project manager works in close coordination with the client to ensure that the project is adequately staffed in order to effectively and efficiently satisfy the requirements for monitoring and controlling the progress of the work. The construction manager (CM) typically represents the Owner in related matters on the Project.

Depending on the client’s needs, ACOT can provide

  • Construction oversight management of EPC and lump sum contractors
  • Direct subcontractor management and site coordination
  • Cost control and scheduling
  • Quality management
  • Safety
  • Constructability review
  • Startup and commissioning
  • Construction engineering inspection
  • Field engineering coordination
  • Project management
  • Procurement
  • Contract management
  • Materials management
  • Labor relations

02 How ACM works on site

A typical summary of job site activities.

Based on the form of construction contract, the construction manager typically represents the Owner in related matters on the project.

Engineering Interface

Deliverables Review
Based on the form of the construction contract, and while reviewing the design documentation, the CM may also comment as to the state of the design deliverables.
Design Change Management
The CM typically can coordinate and document the Requests for Information between the contractors and the designer.
Document Control
If required by the client, a field engineer can establish and maintain a Document Control System for the site management team, which will receive, track, and file all technical, commercial, and casual documents pertaining to the construction of the project.
Contractor Submittal Program Management
The CM can coordinate, document, and monitor the transmittal and approval of contractor’s submittal drawings or materials as required per the specifications.
Engineering Document Audit Program
The CM audits central files and contractor files against the latest document control indices on a periodical basis to ensure that the latest versions of the engineering documentation are used to construct the facility.
Coordination of Engineering, Technical and Suppliers Site Representation
The CM ensures that the appropriate technical representation is present at the site in order to provide erection, testing, and commissioning experts in accordance with schedule, contractual, and warranty requirements.
As Built Drawing Maintenance and Turnover
The CM ensures that updates to the latest revisions of the design engineering drawings reflect all changes originating from the field and approved by the engineer of record.
Division of Work (Work Breakdown Structure, WBS)
ACOT promotes and assists in the development of a detailed, tabulated list of work items by area and system to sort and identify the individual area responsibility for the engineering, design, procurement, installation, and testing of all facility components.

Project Review Meeting

Project Review Meetings
ACOT can participate in all Project Review Meetings prior to and during the construction, commissioning, startup, and performance testing of the facility. It is expected that these meetings will be held monthly to coordinate the engineering, procurement, and site installation activities.
Permit Compliance
ACOT can assist the Owner in securing the necessary permits to construct the project as noted in local, state, and federal codes and guidelines.
Constructability Reviews
Based on the form of the construction contract, the CM can often review the design documentation as it is issued for review and provide comments as to the “constructability” of the design.
Procurement Interface (Equipment & Material)
The CM can verify the division of work or other contract documents to ensure that all major materials are contained in the procurement program of one of the project participants. The CM can check the delivery dates against the Project Schedule to ensure that they support the installation and commissioning schedule and identify any discrepancies to the appropriate parties.

Site Construction Management / Oversight

Construction Execution Plan
Construction planning is critical to the management and execution of the project. It involves the choice of technology, the definition of work tasks, and the estimation of the required resources and the identification of any interactions among the different work tasks. Early development of the plan and its inclusion in the construction contracts will ensure that each contractor will have a contractual obligation to perform their work scope in a manner and timetable that conforms to the overall project plan, which will facilitate the achievement of the construction schedule.
Overall Project Schedule
ACOT can, if requested, prepare a master plan and construction schedule for the project highlighting all critical path with cost and resource loaded to generate an S-curve report. This master plan will be used to guide the construction contractor in its development of a detailed construction plan. ACOT can manage the development of a detailed construction plan for the project by the construction contractor. This plan will be depicted in logic network, timeline schedule, and manpower loading chart.
Cost Control
The CM, acting on behalf of the Owner, can review and recommend for Owner approval contractor invoices for work performed and services rendered. The Construction Manager review must include an evaluation of the work performed, materials provided, and services rendered. The invoice format pricing and documentation submitted must reflect and conform to the contractor’s contract requirements as defined in the contract documents. The CM can develop and maintain cost data on a continuously updated data base and issue reports monthly or as requested by the Owner.
