Program & Project Management
Project Manager as Owner’s Representative: timely delivery and savings of between 10 to 20% on the overall project cost.
01 Overview
This approach allows the project manager to work together with the Owner in a cohesive manner that will ensure timely delivery and saves between 10 to 20% on the overall project cost. In this approach, there will be no General Contractor but several subcontractors. The PM will have the oversight of all the construction activities, absolutely representing the interest of the Owner.
The PM will have the projects broken down into five or six manageable bid packages and the PM will oversee all the activities of the subcontractors. Each subcontractor will be prequalified by the PM and provide bond and licenses required for their portion of the work. All the subcontractors’ contracts will be signed by the Owner, while the PM will administer the contract, making sure all contracts are executed per plans and specifications.
Advantages and benefits
- PM responsible for the total successful delivery of the project
- One point of contact
- PM allegiance is to the Owner (Owner’s first)
- Project completion can be shortened by almost 90 days
- Savings of 10 to 20% on overall construction cost
- No contractor markups on materials and subcontractors
- Avoid ambiguous change orders
- Opportunity for adequate logistics, cost control and scheduling
- Advance the permitting process
- Huge returns on your investment
- No other interest than to get the job done satisfactorily
- No unnecessary delays
- The power and control of the project cost and schedule is in the hand of the Owner
02 Disadvantages
There is no disadvantage prevalent from this approach, except that it will require more work on the side of the designer by breaking it into packages. However, the cost associated with breaking the bids into multiple packages compared to the cost of using one general contractor will be insignificant.
