For a number of years, severe and frequent flooding problems occurred in the areas of the City of St. Louis served by the Harlem, Baden, Glaize, Manchester and Rock Creek combined sewer systems. AFRAM was engaged to analyze the capacity of the existing systems, identify system deficiencies and flood-prone areas, and develop cost-effective alternatives for alleviating the problems. AFRAM staff performed hydrologic and hydraulic analysis by modeling each system with EPA’s Storm Water Management Model (SWMM). System improvements were investigated by modifying the SWMM model of the existing systems, and recommendations were made for improvements using a pump station when it was found that a 54-inch relief sewer would not relieve basement back-ups.
